{"id":9283,"date":"2022-01-28T20:29:47","date_gmt":"2022-01-28T19:29:47","guid":{"rendered":"https:\/\/asia-ibs.com\/v2\/coronavirus-chinas-strategies-to-keep-new-year-celebrations-from-driving-up-infections\/"},"modified":"2022-01-28T20:29:47","modified_gmt":"2022-01-28T20:29:47","slug":"coronavirus-chinas-strategies-to-keep-new-year-celebrations-from-driving-up-infections","status":"publish","type":"post","link":"https:\/\/asia-ibs.com\/en\/coronavirus-chinas-strategies-to-keep-new-year-celebrations-from-driving-up-infections\/","title":{"rendered":"Coronavirus: China&#8217;s strategies to keep New Year celebrations from driving up infections"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">This Thursday marks the beginning of the largest human migration on the planet, an event in which millions of people travel thousands of kilometers across China to visit their relatives for the Lunar New Year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For some,&nbsp;<strong>it is the only time they will see their families all year<\/strong>&nbsp;and it is an event they do not want to miss.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there are fears that Lunar New Year travel, also called the Spring Festival, or Chunyun in Chinese, could drive up covid-19 cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year&#8217;s Chunyun is believed to have <strong>played an important role in the spread of the SARS-CoV-2 virus<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chinese authorities therefore face a problem: how to encourage people to stay put without canceling the country&#8217;s biggest annual celebration?<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/16CB1\/production\/_116716339_china1.jpg\" alt=\"Una joven mira decoraciones de A\u00f1o Nuevo en una tienda en China\" \/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Las-restricciones\">The restrictions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This year&#8217;s Chunyun&nbsp;<strong>begins on January 28 and will last until March 8<\/strong>. This period allows enough time to travel potentially thousands of kilometers across China in time for the New Year, which is celebrated on February 12.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>In a normal year, close to&nbsp;<\/strong><strong>3<\/strong><strong>&nbsp;billion trips are recorded during the Chunyun period<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But last year, when covid-19 was already gathering momentum and the government introduced restrictions, the number of trips fell by more than half, according to data from the Ministry of Transport.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/D071\/production\/_116716335_annual_spring_festival_travel_rush_spanish_2x640-nc.png\" alt=\"Viajes en China durante la Fiesta de Primavera\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">With the return to normality in vast areas of the country, the number of trips is expected to rise to 1.7 billion, authorities estimate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In preparation for this movement, Beijing announced plans to&nbsp;<strong>vaccinate 50 million people<\/strong>, 3.5% of the population, before travel intensifies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, in recent weeks the country has recorded small covid outbreaks, especially in rural areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the city of Tonghua, in Jilin province in the northeast of the country, around two million residents are under lockdown after 13 cases emerged earlier this month.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/F781\/production\/_116716336_cities_under_lockdown_spanish_2x640-nc.png\" alt=\"Ciudades en confinamiento\" \/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">For people in the affected cities the message is clear: there will be no travel during the Spring Festival this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even if a city is not under lockdown, traveling can be difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China&#8217;s National Health Commission announced that people returning to their homes in rural areas&nbsp;<strong>will have to present a negative Covid-19 test<\/strong>&nbsp;issued up to seven days before their departure during the Spring Festival.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will also have to undergo a 14-day period of &#8220;home observation,&#8221; during which they can leave their homes but must check their temperature daily.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During that period they will also be barred from taking part in gatherings and will have to take a covid test every seven days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many people pointed out on social media that these measures&nbsp;<strong>will disproportionately affect migrants&nbsp;<\/strong><strong>who work&nbsp;<\/strong><strong>in the cities and travel back to their homes in rural areas<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measures could make travel too impractical or costly, but authorities insist the precautions are necessary to keep China safe.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/5B41\/production\/_116716332__116669018_gettyimages-1230461402.jpg\" alt=\"Un trabajador de la salud hace un hisopado a una mujer\" \/><figcaption>Image caption,People traveling to their homes in rural areas must undergo a 14-day period of &#8220;home observation&#8221; and take a covid test every seven days.<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Upon arriving at the train station near his village, doctoral student Huang Jie (not his real name) had to show the result of a nucleic acid test and a community acceptance certificate signed by his village leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he says all the effort was worth it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;New Year&#8217;s Eve is a time for reunion,&#8221; the student told the BBC. &#8220;I must celebrate it with the people I love.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Los-incentivos\">The incentives<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">But what will happen with the majority of the population who are not under lockdown or in high-risk areas? The method used in this case is quite different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The city of Hangzhou, for example,&nbsp;<strong>offered 1,000 yuan (US$154) to migrant workers who choose to stay<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Companies in the localities of Zhejiang, Ningbo and Quanzhou are also giving monetary incentives to workers who decide not to go home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The authorities also encouraged companies to offer their workers&nbsp;<strong>subsidies, free food and cultural outings<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other cities are granting migrant workers who do not travel during the holidays additional access privileges to housing and healthcare generally reserved only for locals.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/8251\/production\/_116716333__116669026_beijing-003.jpg\" alt=\"Cartel en Pek\u00edn que alienta a la gente a no viajar\" \/><figcaption>Image caption,In Beijing, posters can be seen encouraging people not to leave the city during the holidays.<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The city of Yiwu offered free admission to cultural facilities, free participation for children in a winter camp, and subsidies for businesses that remain open during Chinese New Year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Workers who do not travel will also get waivers on outpatient registration fees at hospitals and a 50% discount on medical checkups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And if all that is not enough to convince people to stay, posters have also been put up in Beijing with messages such as: &#8220;Do not leave Beijing unless necessary. Do not travel abroad.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, some companies are more openly restrictive with their workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;One night last week our company suddenly asked us to attend an online session,&#8221; Yufan Gao (not his real name), who works at a state-owned company, told the BBC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;My boss strongly recommended that we spend Chinese New Year in Beijing and said that all employees intending to travel would have to fill out an application form. But he warned that the chance of approval was very low and&nbsp;<strong>only 20% of workers will be allowed to travel<\/strong>. I felt deeply disappointed.&#8221;<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/A961\/production\/_116716334__116669022_gettyimages-1200526822.jpg\" alt=\"Trabajadores saliendo de una f\u00e1brica en China\" \/><figcaption>Image caption,Many companies offer incentives to their workers not to travel during the Spring Festival.<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">But will this strategy work?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps, although some people, like Liu, a delivery driver in Beijing, say nothing will stop them from going home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;<strong>My wife and children are in my hometown and I have not seen them in six months<\/strong>. I really miss them a lot,&#8221; he told the BBC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Even if it is not easy, I will travel. The whole point of working in the city is to make a living to help your family. If you cannot even see them, there is no longer any incentive to work.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Escape-total\">Total escape<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the world&#8217;s most popular tourist destinations sit on China&#8217;s doorstep.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2019, Chinese tourists traveled to many places in Asia, with Japan and Thailand two of the most popular destinations.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/11E91\/production\/_116716337_most_popular_destinations_spanish_2x640-nc.png\" alt=\"Destinos m\u00e1s populares en Asia de los turistas chinos\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Lunar New Year is one of the most popular times to travel abroad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Ctrip, China&#8217;s largest online travel agency,&nbsp;<strong>seven million Chinese tourists were expected to travel abroad during the Spring Festival in 2019<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Japan received an astonishing 723,617 visitors from China in February 2019 alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when covid-19 hit last year, those numbers fell dramatically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2020, some Chinese tourists managed to leave the country before border closures were imposed, but in 2021 that will not be possible.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/145A1\/production\/_116716338_visitor_numbers_around_lunar_new_year_spanish_2x640-nc.png\" alt=\"Visitantes chinos a otros pa\u00edses de Asia durante el A\u00f1o Nuevo Lunar\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Thailand, Singapore, Vietnam, Japan and Malaysia closed their borders<\/strong>&nbsp;to tourists during this holiday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And even if Chinese tourists manage to travel, their return will be difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Everyone entering China&nbsp;<strong>will have to complete a mandatory 14-day quarantine at a designated location and undergo covid testing at least four times.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will then have to complete an additional seven-day home quarantine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it is not only Chinese tourists who are disappointed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anchalika Kijkanakorn, founder and director of the exclusive AKARYN Hotel Group, which runs luxury resorts in Thailand, said this Lunar New Year will be &#8220;quiet.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Over the past few decades, with the rise of Chinese travelers, the Lunar New Year became a peak period in Thailand&#8217;s tourism calendar,&#8221; Kijkanakorn told the BBC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This year&#8217;s restrictions are unprecedented, since last year the pandemic hit after the Lunar New Year.
