- Inspection Plan: Based on the Purchase Order, the scope, methodology, timeline, workdays, and assigned personnel will be defined.
- Special Programs: Projects that involve special arrangements or conditions are subject to prior approval by Asia IBS.
- Pricing Schedule by Service Type:
- Supplier audits are priced based on location and per visit.
- Quality Control (QC) and Pre-Shipment Inspection (PSI) services are priced on a man-day basis, in accordance with the defined scope.
- Origin Pre-Clearance / Loading Inspections are priced per container, based on a maximum of 25 items.
- For every 25 additional items, an additional Pre-Shipment Inspection (PSI) or the assignment of additional inspectors may be required, at a rate of 250 USD per additional inspector/MD in China.
- For services outside of China, the minimum base rate for each zone will apply for each additional inspector (MD).
- Counting Criteria for Textile and Footwear Inspections: In textile product inspections, each combination of style + size + color is considered a separate SKU for the purposes of scope and service planning.
- Cancellations: Cancellations must be notified at least 24 hours in advance in China and 48 hours in advance outside of China. Without notice or subject to operational availability, the inspection may not be canceled or rescheduled; Asia IBS will not assume liability, and any resulting costs will be borne by the client.

- Services in the United States or Brazil: If services are required in these countries, rates may be subject to review and adjustment, taking into account operational availability, local regulations, and associated costs.
- Secondary Cities or Ports: Rates are based on service provided in major cities and ports. When service is required in secondary cities or ports, per diem or additional travel costs may apply.
- Report Guarantee: If a report is not functional for reasons attributable to Asia IBS, the service will not be billed, or a corresponding credit memo will be issued.
- Origin Pre-Clearance (PO): It must be completed in a single day, at a single location, and with the merchandise 100% finished.
- Recommendations: A Pre-Shipment Inspection is recommended when:
- Do not tamper with the packaging.
- The cargo should be loaded at the consolidation warehouse.
- The merchandise should arrive on pallets.
- The purchase order is very long.
- Validity: The quote is valid for 30 days from the date of issue.
15. Operational Terms and Conditions
15.1 Contribution Schedule
Origin Pre-Clearance inspection services are priced per container, based on a maximum of 25 items or SKUs per inspector.
For pricing purposes, each individual product is considered an item or SKU. For textile and footwear projects, each combination of style + size + color is considered a separate item or SKU.
For every 25 additional items or SKUs, an additional Pre-Shipment Inspection (PSI) or the assignment of additional inspectors may be required, in accordance with the rate confirmed in the proposal. For services performed outside of China, the minimum base price applicable to the region will apply.
Pre-shipment inspections are priced based on a maximum of 25 items or SKUs per inspector; it is recommended that they be conducted before the cargo loading or shipment date.
Quality Control inspections are priced based on the number of items or styles.
Supplier audits are priced per factory and per visit.
Any change in the number of items, SKUs, styles, sizes, or combinations that has not been previously reported, as well as any information that is incomplete, incorrect, or subsequently modified by the customer or supplier, may result in an adjustment to the service quote.
If such variations prevent a complete review of the items during the scheduled visit, the inspection will be limited to 25 items or SKUs per inspector, and Asia IBS will not be liable for any uninspected items, quantities, styles, sizes, or combinations.
15.2 LCL or Air Freight
For LCL or air shipments, we recommend conducting a Pre-Shipment Inspection (PSI) to ensure that the shipment is thoroughly checked before pickup.
If an inspection is attempted on the day of pickup and the supplier, warehouse, or logistics agent does not allow the products to be inspected, Asia IBS will not be liable for the inability to verify the merchandise, quantities, or shipping conditions.
15.3 Service Delivery
Origin Pre-Clearance is conducted in a single day at a single physical location, with the product 100% complete and available for inspection.
If the merchandise is not ready or is not at the agreed-upon location, the service may be rescheduled, and additional charges for travel or waiting time will apply.
15.4 Official Documentation
Documents provided directly by the supplier to the inspection team shall be considered final and official.
Asia IBS will not be liable for any discrepancies between draft documents and final documents if the client did not formally notify us of such changes.
15.5 Liability for Document Discrepancies
The customer shall be responsible for any discrepancies in quantities, descriptions, translations, measurements, or identification numbers, provided that the inspection was conducted in accordance with the official documents received.
The inspection service does not replace laboratory tests, certifications, official verifications, tariff classification, NOMs, or customs validations.
15.6 Supplier Cooperation
Inspectors will verify the number of boxes based on the consolidation diagram provided.
The customer must ensure that the supplier or warehouse authorizes the opening of boxes in accordance with the agreed-upon parameters.
If access is denied, the inspection will be limited to what is permitted, and Asia IBS will be exempt from liability for unverified internal contents, quantities, or quality.
15.7 Delays or Operational Issues
If there are delays due to logistical issues (containers, drivers, reservations, incomplete shipments, or quality-related hold-ups), and the inspector is already on site, the available items will be checked.
Any additional visits will incur an extra charge. Asia IBS will not cover delays caused by third parties.
15.8 Rights of Access to or Use of Facilities
Some freight forwarders or warehouses may charge fees for access to or use of their facilities.
These expenses are the customer’s responsibility. Asia IBS will not make any payments on behalf of the customer.
15.9 Palletized or Sealed Goods
If the packages are sealed, strapped, or cannot be resealed, opening them must be authorized by both the customer and the supplier.
If access is not authorized, the inspection will be limited to the exterior, and Asia IBS will not be held liable for the contents inside.
15.10 Facility Conditions
The Planning team will inform the client if the warehouse or factory does not meet the necessary conditions for inspection.
If conditions do not allow the service to be provided safely or effectively, Asia IBS may suspend it without liability.
15.11 Limitation of Liability
The inspection service consists of a visual and documentary review based on the merchandise available at the time. Asia IBS will not be liable for:
- Changes made after the inspection.
- Errors or changes by the supplier.
- Incorrect information provided by third parties.
- Damage caused by transportation, packaging, or handling.
Asia IBS’s maximum liability is limited to the amount paid for the corresponding service.
15.12 Cancellations and Rescheduling
Cancellations or rescheduling requests must be made at least 24 hours in advance for services in China and 48 hours in advance for services outside of China. The fulfillment of such requests is subject to operational availability. If it is not possible to cancel or reschedule, Asia IBS will not be held liable, and any resulting costs will be borne by the client.
15.13 Scope of Service
The inspection service provided by Asia IBS consists of a visual and documentary verification based on the merchandise available at the time of the inspection.
This report is provided for informational purposes only and reflects solely the conditions observed during the visit. This report does not constitute an official document for customs, regulatory, or legal purposes, nor does it substitute for laboratory tests, certifications, official verifications (including NOM), customs validation, or tariff classification.
Asia IBS does not act as a regulatory consultant, importer, or commercial intermediary, and shall not be liable for any penalties, fines, rejections, delays, corrections, or any other consequences arising from the use of the report for customs or regulatory purposes.
15.14 Confidentiality
All information shared will be treated confidentially and used solely for the purpose of providing the requested service.
15.15 Handling of Disputes
Any complaints regarding the service, the conduct of the inspection, or the content of the report must be submitted through a formal Asia IBS channel, such as the incident ticket system or the designated email address, along with the relevant information and supporting evidence.
If a customer reports a complaint through other means (for example, by phone or in person), Asia IBS staff will follow up on the request and log the complaint through the appropriate formal channel to ensure its traceability, analysis, and resolution in accordance with internal procedures.
